Which ever parent is on the account should call and cancel service, and
explain they are "moving" to a non-Comcast address.  Then your other parent
can call in and say they are moving to a new address and would like to sign
up for service.

Or else, port their phone number out to a low cost VoIP provider (I like
Voip.ms), sign them up for over-the-top streaming (Hulu, YouTube TV, or
rabbit ears for broadcast channels), and reduce them to Internet-only
service for ~$50-75/mo.
