I've used a data only sim in Croatia before. It was unlimited data for something cheap like $15 for 10 days.
What I don't understand is why people are using whatsapp? No one I know uses it but everyone I know has Facebook and with messenger and you can chat, call, and video message. So why go out of the way to download a redundant app like whatsapp? I've been on cruises, overseas many times and I either pay Verizon $10 a day for the roaming or if long term, I buy a sim card just for data. All voice calls I do over Facebook, our office voip through an android app, or slack.
