Because the work is done in advance. As far as ePMP I stock Lite radios on the shelf and 1 full in the van for quick repairs. I have license keys stored on my account with a lite to full key so I can do that in a pinch. It's kind of the same money but I have lite radios I can replace and I don't need to put up full ones in any event.
