There is fabric innerduct, such as MaxCell, that is supposed to make it easier 
to install a second cable into a prepopulated duct.

In my experience, it is tough to get a second cable through a conduit even if 
there is a mule tape.  It seems the first cable seems to clog things up.
We have had limited success inside subdivisions where we have flat drop cable 
and running 1 or 2 more flat drops in a conduit.

Pretty sure the answer is no on both, but if i have 1.25 populated with 96 
count, can you realistically come back and blow/pull anything else? What if its 
populated with 24 count?
