There is fabric innerduct, such as MaxCell, that is supposed to make it easier to install a second cable into a prepopulated duct.

It seems the first cable seems to clog things up. We have had limited success inside subdivisions where we have flat drop cable and running 1 or 2 more flat drops in a conduit.
