There is probably somebody you can hire to track it down. It is probably expensive. I wonder if you can send the bill to the perpetrator if you find them and they are actually in violation of their license.
I wonder, do the carriers like AT&T and Verizon have their own microwave SWAT teams, they seem to like hiring contractors for microwave stuff, maybe they also "hire a guy" for such things.
