That really bothers me too... the AP side will limit it to the
legal limit (assuming you have the antenna size set properly), but
the clients do not... I'm guessing there are an awful lot of
NanoBridges out there running at 23dBm Tx power on DFS channels -
which should be limited to 5dBm.
UBNT really needs to fix that.

Go to the UBNT web site. You have to register & they will
send you stickers and an activation key that you enter on
the System tab in the GUI.
