So Cogent or Level3 or Netflix files a complaint with the FCC against Comcast, 
the FCC issues a ruling, and everyone tweaks the rules in their Procera boxes 
to comply with the ruling.  They don’t stop buying the boxes, IMHO.

I would think the threat would be that some big company like Juniper or Cisco 
or Brocade comes out with an ASIC based box that can handle hundreds of 
gigabits at wire speed.  ASICs to inspect the traffic, ASICs to shape the 
traffic, software to control it.  Maybe incorporate it into a router or switch 
that the carrier buys anyway.  I’m not sure Procera has a box for the really 
big carriers like Comcast, AT&T, Verizon.  I assume Google Fiber will design 
and build their own, unless they totally believe in throwing bandwidth at the 
problem.
