Every time I have thought about how to explain our burst and sustained model in a way that complies with the new FCC rules, my head has exploded. I finally decided we had to abandon that model and just give the customer a dumb, constant speed pipe. In some cases the various content providers don’t play nice and the customer may actually be less happy, but my head is happier.
The funny thing is in many cases we ended up giving customers 2X the sustained rate they had previously, but reduced the burst bucket from around 5 minutes to around 5 seconds. Some people complained, because they no longer got speed tests 10X what they were paying for, even though their sustained speed doubled. I think that’s like Volkswagen’s emissions control software, designed to give good numbers when tested, but not on the road. Some people only care about their speedtest results. They buy a sustained rate that they know they will get at every moment, and then a burst rate. People buy primarily on the sustained because of what their exact expectations are with all the devices. We spend a fair amount of time up front with each customer to get this right and then they can scoot up and down on plans as it gets “just right” for all their streaming, gaming, VoIP, etc. It has proved to be a highly successful way to manage our BW / AP / BH resources and make the customer happy. We have custom SW running that analyzes capacity on every leg of the network, and we keep in front of any looming needed upgrades to keep the guarantees right. It is "up to" just like every other ISP.
