My two cents: It will be capital intensive, but build a product line of
robust larger sized (3'x4', 5'x5' and larger) non penetrating roof mounts
to compete with Baird, Rohn and Commscope (Andrew).

There is very little competition in the North American marketplace for
carrier-grade NPRMs aside from those three companies. Go after the
carrier/cellco market. I'm talking about the NPRMs that are used with
tubular antenna shroud radomes (or faux brick chimney radomes) to put LTE
sectors on rooftops in urban areas.
