If conductive debris falls on a plug and it has even the tiniest bit of the prongs exposed, you want the debris to touch the ground first.
But they look stupid like that and many wall warts assume ground will be down. I have not looked at the receptacle plastic molding lately, but they used to have arrows on them showing ground to be up.
