If conductive debris falls on a plug and it has even the tiniest bit of the 
prongs exposed, you want the debris to touch the ground first.

But they look stupid like that and many wall warts assume ground will be down.  

I have not looked at the receptacle plastic molding lately, but they used to 
have arrows on them showing ground to be up.

Code now states that ground does not have to face up. that lasted a few years 
and some electricians like to stick to what they were told is "code". Makes me 
wonder if they ever research new implementations on electrical work, or just 
stick to what they know...
