Max rain rate in mm per hour, we don't care so much about cumulative mm per
month.

Seattle and Portland are depressing for people in winter due to constant
drizzle, there's weeks it rains 8-10 hours a day for 5 days, but not
torrential downpours which are rare. It's a lot harder to do a five nines
80GHz link in Houston than in Tacoma.
