There was Redline gear at those sites, but none of it was working. I didn't

Back when 3.65 was new, a lot of WISPs applied for a license thinking it was a 
homesteading thing and they would get some sort of exclusivity by staking their 
claim first.  So I expect there are WISPs with licenses who never deployed 
anything.  For example, I think Michael Anderson of Part15.org and PDQLink 
registered a bunch of sites with Redline equipment, I am guessing few if any of 
those were ever deployed.  More like virtual flags planted on the moon.

Also, I would speculate that WISPs sold to aggregators like JAB may not have 
transferred their 3.65 band licenses as part of the sale, so individuals might 
be sitting on some licenses but barred from using them by a no-compete clause.  
I don’t know this for a fact, just guessing.

Yes, you can buy any license previously awarded.



I don’t know of any stipulations.  You do need to file for a license ownership 
transfer with the FCC.  That may take 60 to 90 days.



The FCC did eliminate many of its field employees last fall.  Budgets are tight 
the way I understand it.  That being said, it seems they are fining operators 
quite handily for breaking rules these days.

since its a nationwide license, you can buy and sell anywhere in fcc territory 
cant you?

would be awesome to see an FCC crackdown since there arent going to be any new 
licenses, nobody can backdoor it. The FCC could contract some unemployed 
drivers to do drive testing finding all the unregistered transmitters and fine 
the hell out of the operators, into bankruptcy preferably. lien lien lien

What Is the process to get a 365 license and start working an area with current 
licensees already in the same footprint ? Just register for the license, 
register the ap and try not to be on the same channel as someone else? 
Essentially the same as ISM/UNIII but you pay a fee and put your name in a data 
base ?
