If there is a grounding problem or induced voltage problem the surge suppressor will do its job and clamp the data lines to ground. Have seen this many times. Fix the ground loop and everything starts to work.

Should be printed GIGE-APC on the board and then they write HV on the back side of the handle. I have gigabit running through lots of them and they work fine. But now that I think about it, those are only AirFiber's and licensed radios. No 450 APs doing GigE + sync-over-power yet.
