Getting the full Gigabit can be a bit tricky. We have providers near us, including ourselves, that have a speedtest.net server on a 10Gbps link. If you can find one of those it would be best, nearer in 'hops' on a tracert the better.
Also, try upgrading your browser. The full Gigabit takes an upgraded browser. I've actually seen better results a lot of times on random computer from IE or Edge than Chrome.
