I also worked with several providers whom for the past 6-8 years knew that IPv4 
was running out .. most had already deployed IPv6 at that point to stay ahead 
of any “sudden rushes” … but along that route (pardon the pun), some of those 
providers started SWIP’ing out as much IP space as they could as a means of 
“stock piling” IP blocks - i can remember one example where the provider used a 
public /16 IP block for managing  devices at a University (firewalled out) so 
that they could SWIP that space to the University and show it as used … later 
they could easily renumber that IP space to private block(s) and claim it 
back...
