Adam, I understand what you are saying but that independent audit was about as
independent as the FBI investigation. You are categorizing by destination of
funds, not what was actually spent on the charity target itself. If you break
down the spending in each target category, the spent very, very little as the
IRS showed.

Sorry, but no that's completely backwards.

The 6% or so is the amount they re-donate to other charities. I.E.: Not
counting the work the foundation itself actually does. The source for the 5.7
or 6% number you see quoted around is an IRS Form 990. An audit by a third
party came up with the 89% number.

Keeping in mind that the audit makes no claims about the effectiveness of their
programs, just in how the money was spent. That also doesn't say anything
about whether anything criminal did or didn't happen with regards to the
organization.

I am not voting for Clinton or supporting Clinton. I just prefer if
discussions stay factual.

That was the public relations story until the IRS came through and did an
audit. The 5.7% was their number. Robert Farley and Factcheck are wrong.

http://www.factcheck.org/2015/06/where-does-clinton-foundation-money-go/
"Considering all of the organizations affiliated with the Clinton Foundation,
he said, CharityWatch
concluded<https://www.charitywatch.org/ratings-and-metrics/bill-hillary-chelsea-clinton-foundation/478>
about 89 percent of its budget is spent on programs. That’s the amount it
spent on charity in 2013, he said.
We looked at the consolidated financial statements (see page 4) and calculated
that in 2013, 88.3 percent of spending was designated as going toward program
services — $196.6 million out of $222.6 million in reported expenses.
We can’t vouch for the effectiveness of the programming expenses listed in the
report, but it is clear that the claim that the Clinton Foundation only steers
6 percent of its donations to charity is wrong, and amounts to a
misunderstanding of how public charities work.

You mean the 5.7% of the income they actually spent on charities or the 94%
