AF has a non symmetry in the TX and RX antennas. If all the signal was coming out of the same antenna I would say that yes, it is hard to cause a non symmetry.

Most common cause would be xmt power set wrong or bad electronics. Also 20 dB low is often symptomatic of a bad power amp on the xmt side or a bad RF switch on a TDD radio. Only after all the horses have been investigated and eliminated would I start looking for zebras. If you have a spare radio, I would swap out the radio at the xmt end of the bad path.
