Yeah, I figured the hook wasn't necessary.

But my team is telling me the bolt holes and center hole don't even line up 
correctly.

I'm wondering if I'm missing some middle multiplex piece?

Or if the bolt mount areas got damaged as well.

In the pic of the antenna you can see a hook sticking up towards the top.  The 
bent handle goes over the hook.  There are retaining screws as well.  It might 
not attach at all with the handle in that shape.  The beauty of the hook thing 
is that it's simple to put the radio in position on the antenna, but the 4 
screws will definitely hold the radio without the hook & handle thing.
