lmao, that's their problem, they can deal with the corps of engineers to offset their fill. point is you build under water, don't ask for flood money, especially if you used flood money to build. If your customers keep going out and flipping surge supressors upside down so they fill with rain, should you be responsible for constantly replacing them?
