Just a thought, but maybe they don't have their own ammo.

NY units don't have ammo. They request ammo from the regular army when they need it (for training, etc), and they have to either use it all or send it back. They started that policy after that guy in California stole a tank. I think they figure if somebody goes nuts with a tank at least he can't also go nuts with an M2 machine gun and a 120mm cannon.
