Depends on how reasonable and grown up they are, and whether they have the means to pay that bill, and whether in their perspective it's actually not your fault.

Sending the bill at least sends the message that you fully believe it's not your fault, and maybe you'll get paid, but you'll never get that time back.

I've done that. My "wireless bridge" was broken. They said they didn't change anything. Three full days later and they get a bill for thousands of dollars for the work I did involving two NanoStations because the problem was on their side, not mine. Pay me. :-)

I don't see the problem. Customer complains to you that their billing is not running properly, you spend tons of time determining the issue is on their end, and then nail it down to they are closing their laptop which is running the billing software. How was that not a billable instance?
