this is similar to what we do as well, only the top tier actually has UBB. lets the customers who care granularly define their monthly cost, and those who just want consumption, costs be damned, do as they please.
We have an unlisted tier we put heavy users on who are generating high bills, gives them bigger increments at a lower rate. We expected pushback when we implemented it, but most customers actually seem to prefer it, surprisingly. It also helped immensely to get the problem childs to exit on their own accord. even with overage fees, it never justified the headaches they caused.
