Brett, your True is what I call binary match between specific model, or any part thereof, wrt. specific experience. Belief, certainty - those are just emotional connotations of such match. And it doesn't have to be binary, that's the crudest version, match can be expressed in any order of quantization, as we discussed.
I said "recognition all the way down" because in this discussion we starting with a model and try to decide if it constitutes "understanding". The model is presumed to be hierarchical, and its "validation": comparison to lower-level experience, should proceed top-down.
