For that matter, even most humans aren't concerned with "needless suffering on Earth". Even those who claim to be concerned limit their concerns, and are most concerned with their relatives, friends, and other social context. People they don't know generally have a very small consideration.

So your answer is "They are out there and they have decided not to
communicate." implying that they don't care to spare a billionth of the
their resources and intellectual capacity to communicate in the most
efficient/minimal-invasive manner in order to reduce needless suffering on
earth?

Isn't there a discussion going on whether humans should also virtualize all
the animals out there in order to end reduce suffering? I guess a
super-intelligent species would have no problem in stopping pain and fear
for every living thing on this planet within a few minutes?

Not reall a good analogy IMO.   It's more like us saying "Let's not
help the ants in that ant-hill because ... well ... they're just ants
and it's simple enough to ignore them ... and after all, they're just
doing ant-ly stuff like Nature intended..." ....

And then of course, if we do help the ants, they probably won't even
realize we are helping them....  Analogously, even if massively
superhuman entities are guiding our civilization somehow, why would
you assume they'd choose to do it by sending an emissary or message in
some comprehensible form?  They might just that would be disruptive,
as opposed to taking subtler means...
