Not necessarily. It's still physical life forms. Galaxies grow old,
not much even an AGI could do about that.

Ya sure, whirlpool galaxy has an AGI dominant civilization.

lol those are not necessarily coincidental.
It's just as likely an AGI civilization would go around raiding lesser
galaxies for resources and people.

Even a cloud of femto particles could probably figure out a way of helping

That whole cloud stuff is over-rated, communication overhead between tiny
particles is too high, it would require some kind of larger force in order
to move it in a co-ordinated fashion. A ghost may animate a few fog
droplets for a while, but doesn't mean the fog itself is an AGI.

Empathic?

More likely they wouldn't want to interfere based on the silver-rule of
don't do unto others as you wouldn't want done to yourself.
Though knowing the whirlpool guys I don't think they care much.

Some of the stargates in this galaxy were purposely set to not allow any
iron and other high tech to go through with ease, perhaps to hinder floods
of AGI from nearby galactic clusters.

We should develop an AGI that supports freedom and diversity,
spirituality, and maybe even that empathy stuff you were talking about.

Based on my past-life memories, being from the whirlpool m51 cluster and
all, it's kinda like imperialism on steroids, enslaving the weak, and all
that. M51 group is all eaten up as it was the trigalactic empire when I
left, and they've probably started, on m101 group and maybe even the
ngc5866 group as it's been near a hundred million years since I left.

We've got some time to make our own AGI counter-movement, (potentially even
millions of years if the sniffers don't get us) hopefully with better
morals, and support for self and group-sufficiency. But who knows, earth
humans don't have a great track record so far, though more diversity
certainly, and some pro-freedom/liberty culture, so there is hope.
