Google is not pushing anything. Google now is based on Bayesian statistics -- looking at past performance to predict future performance. And a few APIs. How the fuck is that a skeletal platform? It's bullshit. There is already a will defined framework called RDF/OWL and that does reasoning, etc. The fact is Google isn't going to give up 10 billion dollars a year in profit for progress.
