If you implemented a variant of COBOL on top of .NET or Java that would do it. 
Basically taking the underlying framework capabilities and exposing the 
functionality in COBOL syntax, for example parallelism and threads, or Lambda 
expressions, reflection and anonymous methods.... I think this has been 
partially done there are various extensions in Visual Studio for COBOL.

Still though... 

Here's an idea - let's re-spec Fortran to do better 3D graphics rendering and 
real-time physics simulation so people can use it to write video games. The 
question is why? Perhaps to migrate existing developers? Better to create a 
whole new language IMO.
