The cartoon is old. I thought it was pre 1980, and I found this
reference which said it was drawn in 1977. (Probably for the New
Yorker magazine)

Like I said it is wildly popular. You get it on everything from
T-shirts to coffee mugs. It is on the cover of his book of cartoons.
It has been copied over into many domains, project planning,
bio-science, etc. etc.
