You don't know that.  As a counterexample, evolution is already smarter than
the human brain.  It just takes more computing power.  Evolution has figured
out how to make humans out of simple chemicals.

Such a creature would be invisible, just as you are invisible to the bacteria
in your gut.  Such a creature might be simulating the universe you now
observe.  You would never know it exists if it has programmed your brain to
refuse to accept its existence.
