Simple alternative: Every Office gets one Official proposal (or 1 free pend) per week. SHOULD be prioritized to fix issues in matters relating to that office, but not required (brings back a simple and useful perk for Offices, and if there's a proposal-emergency, you should be getting buy-in from whomever the officer is anyway).
