Here's a lawyer friend. I don't think litigation offers you anything here.  
I also think any threat of legal action will sour things quickly, for now 
they  are just bad. If you are in different states, or at great  distance, 
small claims probably isn't economic. Plus (or minus) winning is  one thing, 
collecting is another. There are no debtor's prisons. If he says  things are 
hard, they will put him on a $10.00 a week payment plan. 
 
First make up your own mind that it isn't going anywhere. Next call him and 
 be somewhat sympathetic, explain that it has really become a problem to  
him, you're sure he's busy, but you are pressed for time and you'd like to 
make  arrangements to get the car out of there. 
 
An alternative, if you are at some distance, call his local police. Explain 
 that you sent the car long distance, that cooperation isn't forthcoming, 
and you  are a little worried. Just ask them to stop by and verify that the 
car is  actually there. That would probably speed things along, but I would 
first  determine that you want the car out of there. If you know your local 
police, a  police to police call from them might go easier.
