Have you tried locating a stepped down hose of the proper diameters on both
ends?  If you can find such a hose and cut it down to the 4.6"..

That may be enough.  I don't think there's a ton of flexing going on there.
If you can find a muffler step down pipe of the proper OD on both ends, you
should be able to cut it to, say, 3/4" to 1" on either side of the step, and
end up with something close to the 2.7".  Now find two pieces of hose with
the right ID, and use them as sleeves, with a couple of hose clamps on each
one.

If it's tight, you might be able to trim a tiny bit off the filler neck
(pump side).  If you shorten the neck going into the gas tank, be sure to
stuff a rag in there to catch any metal shavings..
