Weld it. There is no way the rubber bushing acts as some sort of device
to allow the steering column to collapse in the event of a collision.
The upper piece has tabs that fit into slots in the lower piece. To
collapse the steel tabs would have to fold back or break off to allow
the column to collapse into the rubber inside the device. Even if that
could happen the column would only compress the rubber a fraction on an
inch (and then it'd likely rebound to cause more injury...).
It is clear that it was intended as an isolation buffer from road
noise. Those that have welded the device have not noticed any increase
in road noise or harshness.
