It's frustrating that this doesn't happen for you.
Did you try this with OOo 2.4.1? 
Are you sure you're using the file attached to this issue?

Since you seem keen on OOo 3.0, even though it's in a "warning, beta, this will
destroy your data" advertised phase and so not something I can used "for real"
(is there going to be a 2.4.2?), here's my experience with OOo-dev 3.0.0 beta
(Build 9329) on Windows XP.

1. Start OOo-dev
2. Use File -> Open to open the test.odt downloaded from this issue
3. File opens showing date formatted as "June 19, 2008"
4. Have to click "Edit File" icon in toolbar before I can actually do anything
   BUG: Why does OOo-dev not open documents for edit by default?!
5. double click on date bringing up "Edit Fields: Document" dialog
6. Click "Additional formats..." in Format column, opening the "Number Format"
dialog
7. Select "31. December 1999" from "Format" column
8. Remove '.' from text in "Format code" text box leaving "D MMMM YYYY"
9. Click green tick button next to "Format code" text box
   BUG: What does this green check button do, no documentation and hover text is
a rather uninformative "Add"
10. Click "OK" returning to "Edit Fields: Document" dialog.
    "31 December 1999" shows as selected in the "Format" column
11. Click "OK" closing "Edit Fields: Document" dialog
   BUG: The date is *still* formatted as June 19, 2008
12. double click on date bringing up "Edit Fields: Document" dialog
13. select "12/31/99" from "Format" column
14. Click "OK" closing "Edit Fields: Document" dialog
15. The date is now formatted as 06/19/08
16. double click on date bringing up "Edit Fields: Document" dialog
17. Click "Additional formats..." in Format column, opening the "Number Format"
dialog
18. Select "31. December 1999" from "Format" column
19. Remove '.' from text in "Format code" text box leaving "D MMMM YYYY"
20. Click "OK" returning to "Edit Fields: Document" dialog.
    "31 December 1999" shows as selected in the "Format" column
21. Click "OK" closing "Edit Fields: Document" dialog
22. the date is finally formatted as 19 June 2008
23. attempt to close by clicking X in top right of document, then clicking
"Save" to save
changes.
    BUG: I get "Error saving the document test: General Error. General
input/output error"
24. Use File->Save As to save the file as test3.odt
25. Close document using X in top right corner.
26. Use File -> Open to open test3.odt
27. Date shows as "June 19, 2008"

So, in addition to *still* experiencing the same original issue, I now have 4
*new* bugs to deal with.
