If yes this not a corruption and OOo cannot detect that "Heading_20_1" *should* be "Heading 1". It is simply "a" style called "Heading_20_1". Apparently Google Docs makes a mistake when writing the space " " which is "%20" and renames the style with "_20_". And for OOo a style containg "_20_" in its name is ok. No indication of a bug.
