I've found several reasons:

1) They don't even have documentation themselves (which is bad when the
only engineer who knows anything about the hardware is fired or leaves the
company)
2) They are embarassed about the horrible design. I know of several
vendors in this category.
3) They think something is special industry innovative secret (but almost
always it is not)

Case #3 is usually the easiest to fix, you can point out other people
using exact same or better designs. Some of them will then agree to
release documentations, because it's no innovative design anyway. It's
just their own ignorance which led them to believe otherwise.

It's sometimes difficult to determine which case # you are dealing with,
since many companies will just lie to you. It's annoying :-(
