Well, really there are a few separate issues at play.

Generally, once Ubuntu releases a particular release with a particular
version of a package, that package's version is fixed for the life of
that release.  So, in this case, since Precise was released with Amanda
3.3.0, that's pretty likely to be the version they'll stick with for the
remander of the Precise lifecycle.

On the other hand, they do try to fix bugs that are found in the
released packages, by applying as-small-as-possible patches to the
existing package versions.  But there are a lot of packages out there
(especially when considering the "universe" packages such as the Amanda
ones), so the trick is to make sure the bug in question gets noticed by
someone who can actually release a fixed package....

In the case of this Amanda/glib incompatiblity, the situation was
complicated by the fact that the error was triggered by a change in a
separate package (libglib), and one aspect of the incompatibilty was not
visible at build time.  So while Ubuntu developers did make the change
necessary to get v3.3.0 to build successfully in Precise, they didn't
know that the resulting package didn't actually work when installed --
and the bug report warning of the problem didn't get noticed by any
developer until a few weeks ago.

That said, I see that a patched version of the 3.3.0 package in now
available in the precise-proposed repository, waiting for someone to
verify that it works.  I won't have a chance to do that for a couple
days, but if you are interested, it should now be available for you to
install and try out.  See
