I cant think of a better way to implement /ME than CTCP ACTION, it's
basically up to the client author to display them the way the user
wants it. :)

Yes they do, ACTION's are normal CTCP commands (they have no REPLY though).

All CTCP queries are PRIVMSG's, and CTCP replies are NOTICE's.

/DESCRIBE = ACTION (/ME) sent in a PRIVMSG to a user, instead of a channel.
AmIRC is not handling it wrong, since it's sent as a normal CTCP command,
but I agree, AmIRC should seperate ACTION's from normal CTCP commands.

^A (\001) is the control character for CTCP commands.

They are CTCP commands, and are therefore handled like a all other CTCP
command.

Yeah, should be pretty easy to filter CTCP ACTION seperately from the other
CTCP commands.
