You have a misconception.  It doesn't matter what ports are available,
IR, bluetooth, wifi, ... JAUS if setup to detect the model of the cell
phone can determine what ports are available to configure.  JAUS is
independent of the types of ports available, it will configure on just
about ANY communication media, even audio and video streams.
Therefore it should configure for all the ports available on any cell
phone model.  Different ports are available on different phones, but
JAUS recognizes them all.

IR is important to have in a cell phone to be able to communicate with
TV, DVR, stereo, and other home appliances.  If a cell phone does not
have an IR port, it can not control appliances that rely upon IR
remote controls.  In that particular model of cell phone, JAUS would
detect the port is not present and the configuration for controlling a
TV would not be available to the user on the Android display (port not
available).  You might upload the driver for that particular TV and
install that driver on your cell phone, but without the actual IR port
in the cell phone, the driver just would not have an IR port with
which to interact.
