+1, let me show you some real life example:
may be i'm wrong but this is what i have:

my quartile score results:
Effective use: In the 25th to 50th percentile of all submitted
applications
Polish: In the 50th to 75th percentile of all submitted applications
Indispensability: In the 50th to 75th percentile of all submitted
applications
Originality: In the 50th to 75th percentile of all submitted
applications.
Overall is then 50th-75th.

so far so good, but reality is that i participated with basically same
idea than one among winning apps (concretely Locale app)!
Actually by what i know about Locale it could be just a part of my
system.
To be complete my app was rather in prototype phase with no design and
minimum features but working to show the ideas.
Explanations i passed in readme file of course.

So checking my score opens a mistrust to ADC.
