The official developer forum is supported by people who 'donate' their time to do it, despite Google making other-worldly profits and Android being one of their main projects.
The people who are supposed to answer questions are on a different, unmentioned in any guide or documentation that I'm aware of, forum because they like it better. I'm sure that's approximately what you just wrote but I can't quite get my head around it.
