I wondered the same thing, from what I was able to find out it appears the update is being sent by T-Mobile, thus you not only need to have a Sim card in the phone (which I don't) you also need to have the phone on T-Mobile (so my iPhone Sim can't help here)....
On a side note, I don't believe the "paid apps" have been rolled out to the users yet, either that or my sales are terrible!
