I think the problem is that when you submit information for domain 
registration you're warned about the whois system and even in some TLDs 
(such as .uk) you can specify you don't want your address included in it.

With the market the T&Cs said that the number wouldn't be distributed, 
and it was then made accessible to anyone capable of seeing the app on 
Market.

So I think that your analogy is a little flawed.
