I've seen this problem on many platforms. My suggestion for it is kind of a fuzzy logic thing. Why not give more weight to the ratings of certain users, based on an algo and criteria which can be established (as has already been said on this thread, one criteria can be, for example, how much the user kept the app). In the end it's only the average rating everyone sees and us devs care about.
