I was getting this exact error too, and I'm not quite certain what exactly fixed it but I: 1) did a normal update of my installed components, 2) installed ADT from http://dl-ssl.google.com/android/eclipse/site.xml instead. The update sites seem a little unstable, as in it'll fail to find updates one minute and be okay after a refresh. At least for me, persistence paid off.
