At first glance, section 3.3: All fees received by Developers for Products distributed via the Market must be processed by the Market’s Payment Processor. "All fees". (And unless you have a weird contract with google checkout, your standard account is unlikely to do that 70/30 split, pay the carriers, etc - so its not the -market- payment processor.)
