Could be a proprietary plug-in supported by the built-in web browser
to emulate a UI element generating events when an external event takes
place like an incoming call. Conversely, it could have an API to place
calls, manipulate contacts etc. I haven't looked at the browser
implementation to figure out how practical this approach would be
because unless this is part of the browser code base or omnipresent
for some other reason, you're back installing and managing executable
code on the handset so you might as well built an Android app.

In which case you can manage your connection within your web app.
Need to mention that having the ability to store structured data in a
SQLite DB is a good thing in Gears.
