Google had no interest in licensing wireless spectrum.  The terms of the 
auction I think you're referring to stated that if a certain dollar amount 
were reached, then the FCC would require a new level of openness/access for 
consumers.  Google wanted the new spectrum to have this openness so 
Android-powered devices wouldn't be locked out without having to "do a 
deal" with the license-holder.  Google merely bid up to that dollar figure 
to ensure the openness clause was activated. The actual winner paid quite a 
bit more for the spectrum.
