Can you first check out how close "Speak Ease" by Ben Wilde gets to
your brother's needs? It is free, and you can find it at the URL

   http://www.cs.unc.edu/Research/assist/et/2005/SpeakEase.html

It runs on J2ME-enabled phones (i.e., Java ME, not Google Android,
although it should be easy to port). Despite being tested only on
Motorola RAZR V3 according to the web page, I gave it a quick try on
my Nokia 6680 and there the .jar executable file,

installed and ran fine too, so it probably runs on most Java-enabled
phones that are on the market. Even the Java source of just a few
hundred lines is available from

such that building your own dedicated library should be easy.

Concrete examples of tools that (even partially) meet needs can help
guide further decision making, because developing something that turns
out not to serve the purpose at all means a lot of wasted effort, and
adapting something that already gets more or less close is far more
efficient.
