Al, This is something you should decide based on how you want AndAppStore to be projected in User's minds. Listing Free Apps in the front page is a great idea, since User's are first and foremost looking for Apps that they can get for free.
I would also suggest, providing some sort of filter (sort, group) etc., so users can navigate and find the apps that they would like to have. Since you are not taking any cuts from the paid apps, I guess you can encourage the free apps like the way you had suggested.
